Definitely conceals dark circles and makes lines appear less visible.
I didn't find it hydrating at all - my under eye area is quite dry and sensitive.
I didn't find that it illuminates.
It is effective, and I would highly recommenced it to those who already use the Garnier BB cream as a foundation. This is like a concealer for BB cream! :)
