I'm always skeptical about Toners because 5 years ago before I used Neutrogena the toners I used would always dry my skin out way too much and it made my skin too tight and extremely uncomfortable, because of this I'd breakout a lot too.
This toner was great, my face didn't feel too right nor did it make my face feel uncomfortable. And instead of my skin breaking out, the pimples just stayed away. I can't begin to explain how shocked I was because in one month I'd say I'd get atleast two breakouts.
